Utah’s Procurement Technical Assistance Center (PTAC) program helps Utah businesses to find, bid and win procurement opportunities with federal, state, and local government entities.  Through one-on-one and group counseling PTAC educates and assists Utah businesses to more effectively compete in the government marketplace. PTAC provides a bid-matching service to help businesses identify relevant contracting opportunities and then offers technical assistance on many aspects of the government contracting process including, but not limited to, B2G marketing, diversity program eligibility and solicitation response document review.

PTAC can also assist Utah contractors/vendors/suppliers with other aspects of the procurement process including government contracting readiness assessment, GSA assistance and registration for government contracting set-aside programs. Government contracting can be complicated.  To date, PTAC has successfully assisted hundreds of Utah small businesses who have been awarded close to one-half of a trillion dollars.  If your small business is looking for a way to expand its customer base, government contracting may be an option.

Utah PTAC is funded in part through a cooperative agreement with the Defense Logistics Agency (DLA) and the state of Utah.

Individual Counseling

Utah PTAC provides individual counseling and contracting assistance training at your site, or at one of our eight locations state-wide.  PTAC can assist you in the development of strategy and marketing tools that will help you to better compete in the government marketplace. Utah PTAC can help you to become eligible to become a government contractor, vendor or supplier and can assist with registration in government databases. Utah PTAC offers technical assistance related to diversity program registration, solicitation (RFP, RFQ) document review and can facilitate getting ASTM, NSN drawings and specification information. Procurement counselors provide individual counseling on all aspects of government contracting, including assistance in the initial stage of how to find the right match, how to market to the government, and how to request and prepare solicitation documents.

Bid-Matching Email Notifications

PTAC offers a proprietary bid-match software service which compares your company’s products and/or services, in combination with industrial NAICS codes and key words to multiple government solicitation portals.  Matching bid opportunities are then emailed directly to the client, saving valuable time otherwise spent searching multiple bid sources. Government solicitations range in scope and type similar and include, but are not limited to, the following:

  • Federal Agency software and integrated telecommunications circuits
  • DoD procurement of environmental remediation solutions
  • Federal/State engineering services and all types of equipment
  • Construction projects, including home and/or warehouse design/build, to asphalt paving, or grounds maintenance

Data Universal Numbering System (DUNS) and System for Award Management ( Registration

There is no charge or fee to obtain a DUNS number or to register in for government contracting.  There are private companies who will solicit to help you register in SAM and charge you a fee but this is unnecessary.  PTAC can help you for no charge.  Register Here by creating a user account.

Note: No later than April 2022, the DUNS number will no longer be the identifier for doing business with the federal government. An existing SAM registration’s unique entity identifier (formerly DUNS number) will automatically be assigned a new UEI and will be displayed in SAM. The new UEI will be a 12-character alpha-numeric value.

Register in SAM

  • Employer Identification Number (EIN): Apply for an Employer Identification Number (EIN) before registering in SAM if you don’t already have one.
  • Dun & Bradstreet Data Universal Numbering System (DUNS) Number: Before registering in SAM, you’ll need a DUNS number from Dun & Bradstreet. It is free to obtain a DUNS number.
  • System for Award Management (SAM.Gov): The System for Award Management (SAM) is the official, centralized, electronic registration process for vendors that want to do business with the federal government. Formerly known as Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). SAM is the primary federal government repository for most of the government-required representations and certifications. Registration is always free.

    • NAICS Codes: North American Industrial Classification System (NAICS) codes are used to register in the government’s vendor database, SAM, for federal contracting. They are also used in solicitations and bids to identify what a business does.
    • FSC/PSC Codes: Listing and search engine for Federal Supply Codes (FSCs) and Product Service Codes (PSCs), which are used to register in the government’s vendor database, SAM, for federal contracting.
    • Small Business Size Standards: The Small Business Administration (SBA) website on how size is determined. Use this information to determine whether your business is considered small.
