On November 10, 2015, the Federal Communications Commission (FCC) released for the first time broadband data collected through Form 477. The information was released as raw data rather than an online mapping format.
This data is based on census blocks throughout the United States and is available at the national and state levels. Previously, the data collection had been performed by the National Telecommunications and Information Administration and then released through the State Broadband Initiative.
The FCC Form 477 collects information about broadband connections to end user locations, wired and wireless local telephone services, and interconnected Voice over Internet Protocol (VoIP) services in individual states. Some changes that were made with the data as they were filed were confidentiality accommodations, consumer/business indicator and speed reporting, rounding speed/bandwidth data, and an allowance for certain satellite providers to submit single block records. As stated in the public notice, this data is available for download on the FCC website.
The Utah Broadband Outreach Center in partnership with the Utah Automated Geographic Reference Center (AGRC) has also been collecting broadband data but in a more refined format. The Utah map, which is currently being updated, will display coverage areas as submitted by providers (areas will not be aggregated to the census block level); maximum advertised speeds will be shown; and services displayed need be marketed primarily towards a residential market. The Utah Broadband Map will continue to collect and update this data every six months.
