Local Matching Grant

The Local Matching Grant provides funding for housing and water projects, as defined in U.S. Treasury guidance, in counties of the 2nd, 3rd, 4th, and 5th class, in municipalities within any class of county, and in accordance with federal law.

Applicants shall not be eligible if: a local government has significant unprogrammed local ARPA dollars or an applicant uses significant revenue replacement after February 1, 2022.

Grant Qualifications

  • Qualifying applications will be funded on a first-come, first-served basis and issued in tranches based on available funds. We consider only completed applications for grant funding.
  • Local governments that received a prior local match grant do not qualify.
  • A local government must have at least a 100% match to qualify. State funds are not eligible as a match.
  • The maximum grant award is $1,000,000.

Required Applicant Information

Explain the project, including why you believe it fits within the allowable uses of ARPA funds for Housing or Water projects as described in the U.S. Department of the Treasury’s Final Rule. Please be specific when explaining your reasoning. Include direct citations and other references from the Treasury guidelines that support the grant funding justification.

The local government must have no more than 30% of ARPA funds unencumbered.  

The local government must not have spent more than $10 million in revenue replacement since February 1, 2022.  

The local government must not have been suspended or debarred from receiving federal funds.

Submitters must provide a signed W9.

Submitters must provide a complete project proposed budget with the application.
