The Utah Governor’s Office of Economic Opportunity oversees and manages the UPSTART education program. The UPSTART Program is an in-home, technology-delivered kindergarten readiness program for preschoolers designed to give Utah preschoolers an individualized reading, mathematics, and science curriculum with a focus on reading.
