Strengthening the Foundation: USBCI Highlights Programmatic Growth at Westminster Small Business Conference

On March 27, the Utah Small Business Credit Initiative (USBCI) joined entrepreneurs and community leaders at Westminster University for the 2026 Small Business Conference. Under the theme “Lead with Confidence,” the event discussed state-level programs and credit ecosystems designed to support Utah’s small business owners.

Navigating the Small Business Ecosystem

A key focus of the conference was how small- and medium-sized businesses (SMBs) can effectively engage with state resources and policy frameworks. Representing USBCI, Director Paul Jolley led a session titled “How SMBs Can Navigate the Current Ecosystem and Interact with Policy Makers,” which emphasized the structural supports available to local founders.

The discussion highlighted the broader goals of the program and its impact on the local economy:

  • Driving Economic Impact: The program oversees funding initiatives that have catalyzed over $167 million in economic impact across Utah.
  • Job Creation and Sustainability: A primary mission of the initiative is to support entrepreneurs in creating and sustaining local jobs.
  • Policy and Advocacy: The session provided a roadmap for how SMBs can better interact with policymakers to navigate the current business environment.

A Collaborative Approach to Credit and Funding

The conference also featured a range of breakout tracks aligned with USBCI’s mission to increase financial clarity for small business owners. These sessions focused on the technical aspects of growth:

  • Financing Trends: A panel of experts discussed the smartest ways to fund growth — examining the trade-offs between debt, equity, and joint ventures.
  • Valuation and Structure: Discussions focused on helping businesses avoid costly missteps by understanding funding structures and valuation before entering the next stage of growth.
  • Community Banking: The Banking on Women™ program was highlighted for its 15-week course that provides female entrepreneurs with the specific financial resources and leadership tools needed to launch and grow their ventures.

Specialized Local Resources

Beyond state-level initiatives, the event showcased hands-on resources available through the Westminster Center for Financial Wellness. This includes Gore Consulting, where undergraduate and graduate consultants provide free assistance to small businesses for projects such as marketing plans and cash flow projections.

By fostering connections among entrepreneurs, state initiatives such as USBCI, and academic resources, the conference reinforced a collective commitment to strengthening Utah’s small-business core.
