USBCI Releases Q4 2025 Results, Highlighting Program Performance

The Utah Small Business Credit Initiative (USBCI) has published its Q4 2025 results for the U.S. Treasury, demonstrating achievement in administrative efficiency, income generation, and program allocation. This report underscores USBCI’s dedicated efforts toward stimulating economic growth and creating jobs throughout Utah.

In Q4, USBCI made substantial advancements, successfully committing or expending $19.4 million of the $23.5 million allocated for its second tranche of funding, achieving over 80% deployment rate. This capital was focused on fostering job growth and supporting Socially and Economically Disadvantaged Individuals (SEDI) and Very Small Businesses (VSBs).

Key Q4 2025 Highlights (as of December 31, 2025):

  • Small Business Investment: $6.8 million was committed across 9 small business loans, addressing diverse funding needs across multiple sectors, including repair and maintenance services, dental practices, elementary and secondary schools, consulting, sports, and transportation.
  • Job Impact: USBCI funding resulted in the creation of 157 new jobs and the retention of 323 existing jobs, for a total of 480 jobs. 
  • Statewide Access and Partnership: Loan access remained strong through collaborations with five Economic Development Organizations (EDOs) and 17 local lending partners.
  • Total Deployment and Future Outlook: USBCI has now deployed 59% of Utah’s total federal allocation of $69 million. With the second tranche of funding distributed in Q4 2025, USBCI submitted its request for a third tranche of funding to the U.S. Treasury, totaling approximately $24 million.
  • Technical Assistance Program (TAP) Launch: In Q4, USBCI completed the final operational and standards development for the State of Utah’s Technical Assistance (TA) Grant Program. 

This program, funded by $1.2 million from the U.S. Treasury, is designed to expand the reach of USBCI and similar initiatives. USBCI achieves this by partnering with three key providers: Suazo Business Center, the Women’s Business Center of Utah, and Small Business Consulting, to deliver vital financial, accounting, and legal services to small businesses as they prepare to secure financing.
