Judd Cook, vice president and general manager of Enbridge Gas, has been appointed by Gov. Spencer J. Cox and confirmed by the Utah Senate to serve on the Governor’s Office of Economic Opportunity board.
Cook brings nearly 28 years of experience in energy delivery and infrastructure reliability. He began his career with Questar Gas (now part of Dominion Energy’s western gas distribution system) in 1997 and has since held leadership roles in operations, strategic planning, regulatory affairs, and system reliability across the western U.S. He now oversees natural gas operations serving more than 1.2 million customers in Utah, Wyoming, and Idaho.
“Energy reliability is foundational to Utah’s competitiveness. Judd understands how to manage critical infrastructure, navigate regulatory systems, and plan for the demands of a fast-growing state. His expertise will help us evaluate opportunities, anticipate challenges, and ensure Utah’s energy systems continue to support our long-term economic success,” said Jeff Moss, executive director of GOEO.

The GOEO board includes up to nine members appointed by Gov. Cox to four-year terms. Board members represent key sectors of Utah’s economy — including entrepreneurship, rural development, higher education, and industry — and advise on policies and programs that promote long-term prosperity and quality of life statewide.
