Procurement Technical Assistance Centers

Utah’s Procurement Technical Assistance Center (PTAC) program helps Utah small businesses to find, bid and win procurement opportunities with federal, state, and local government entities.  Through one-on-one and group counseling PTAC educates and assists Utah businesses to more effectively compete in the government marketplace. PTAC provides a bid-matching service to help businesses identify relevant contracting opportunities and then offers technical assistance on many aspects of the government contracting process including, but not limited to, B2G marketing, diversity program eligibility and solicitation response document review. PTAC can also assist Utah contractors/vendors/suppliers with other aspects of the procurement process including government contracting readiness assessment, GSA assistance and/or eligibility and registration for government contracting set-aside programs.

The world of government contracting can be daunting so get help.  To date, PTAC has successfully assisted hundreds of Utah small businesses who have been awarded close to one-half of a TRILLION dollars.  If your small business is looking for a way to expand its customer base, government contracting may be an option.  There is no cost to Utah businesses.  Contact a PTAC representative in your area to register to receive PTAC services.

Individual Counseling

Utah PTAC provides individual counseling and contracting assistance training at your site, or at one of our seven locations state-wide.  PTAC can assist you in the development of pre-acquistion strategy and marketing tools that will help you to better compete in the government marketplace.

Utah PTAC can help you to become eligible to become a government contractor, vendor or supplier and can assist with registration in government databases.

Utah PTAC offers technical assistance related to diversity program registration, solicitation (RFP, RFQ) document review and can facilitate getting ASTM, NSN drawings and specification information.

Procurement counselors provide individual counseling on all aspects of government contracting, including assistance in the initial stage of how to find the right match, how to market to the government, and how to request and prepare solicitation documents. Counselors also provide information on other government programs with agencies like SBA, SBDC, MEP, SCORE, etc.

Bid Matching Email Notifications

PTAC offers a computerized Bid-Matching service which compares your company’s products and/or services, in combination with industrial NAICS codes and key words to multiple government solicitation portals.  Matching bid opportunities are then emailed directly to the client, saving valuable time otherwise spent searching multiple bid sources.

Government solicitations range in scope and type similar and include, but are not limited to, the following:

  • Federal Agency software and integrated telecommunications circuits
  • DoD procurement of environmental remediation solutions
  • Federal/State engineering services and all types of equipment
  • Construction projects, including home and/or warehouse design/build, to asphalt paving, or grounds maintenance

Help with Data Universal Numbering System (DUNS) and System for Award Management (SAM.gov) Registration – What you should know

There is no charge or fee to obtain a DUNS number or to register in SAM.gov for government contracting.  There are private companies who will solicit to help you register in SAM and charge you a fee.  THIS IS NOT NECESSARY.  Your local PTAC office will help you register in SAM at NO CHARGE!  Register Here by creating a user account.

March 30-31, 2017  U.S. Army Corps of Engineers Construction Quality Management training (Kaysville, UT)
PTAC Team will host a day and a half training session with the US Army Corps of Engineers, Sacramento District. Upon completion of the training and successful passing of the exam, a 5 year certificate will be issued. These certificates are required for Quality Control personnel on all Corps of Engineers projects.  This 1-1/2 day day workshop will provide the background, concept of requirements, and certification expected by the Corps of Engineers in order to do business with them.  Location: Northfront Business Resource Center at Davis Applied Techonlogy College 450 S. March 30, 2017 Understanding and Obtaining Veteran and Service Disabled Veteran Certification (Webinar)
Service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB) have access to important contracting preferences with the federal government, particularly with the U.S. Department of Veterans Affairs. The SDVOSB and VOSB programs can be complex and veterans may inadvertently run afoul of the rules.  Join contracts attorney Steven Koprince for an overview of the SDVOSB and VOSB programs, including the key differences between the SBA’s self-certification program and the VA’s verification program, recent Congressional changes to the SDVOSB programs (and the impact of the Supreme Court’s Kingdomware decision) and other eligibility requirements. Location: Webinar.

February 23, 2017 – Mission Installation & Command Center-Dugway Proving Grounds Vendor day (Tooele, UT)
Join PTAC for an exclusive opportunity to attend the Mission Installation Contracting Command (MICC-DPG) small business outreach tour to be held onsite at Dugway Proving Grounds.  Eligible small businesses will travel from PTAC offices at City Creek to the Installation in Dugway via shuttle bus.  There they will meet and interact with MICC-DPG procurement staff and participate in the contracting forecast and procurement orientation related to base operations, facilities maintenance and support, IT, construction, staffing, and many other areas of procurement opportunity.

February 22, 2017 – Defense Contract Audit Agency (DCAA) workshop (Layton, UT)

February 16, 2017 – GSA Workshop  (Dixie State University Business Resource Center – St. George, UT)
Discover what a General Services Administration (GSA) schedule can do for your business.  Join us as PTAC presents a panel discussion with two GSA contract holders who will discuss their experience with the GSA process. There will also be an Introduction to GSA segment as well as a presentation on Business Proposal Writing.

February 15, 2017 – Salt Lake City Airport Vendor Outreach  (Kaysville, UT)
Salt Lake City Department of Airports (SLCDA) will re-bid all of the concession contracts at the International Airport in 2018. There are contracting opportunities with larger prime concessionaires for food & beverage and retail firms to contract with. SLCDA will provide community outreach educational events to educate business owners on the opportunity of doing business at the airport, as well as the challenges a business can encounter and overcome.  Join PTAC and SLCDA’s Raymond Christy to learn about a program to assist small businesses owned by women and minorities on how to find contracting opportunities with agencies that receive federal funding from the US Department of Transportation. Raymond will explain how the Disadvantaged Business Enterprise (DBE) program benefits businesses owned by women and minorities for contracting opportunities with the airport, transit and highway projects.

January 26, 2017 – Hill Air Force Base Small Business Office 1-on-1 consultations (PTAC Offices, Salt Lake City, UT)
You know there are opportunities for your small business at Hill Air Force Base (HAFB).  How do you get to the right people?  Come sit down with members of HAFB Small Business office and discuss your organization’s specific products and services and map out a strategy.  There are a limited number of appointments offered.  Each appointment will be 30 minutes to discuss the who, what, where, when, why of HAFB small business contracting.  This is your chance to map out a strategy with the staff of the Small Business outreach office.

January 17, 2017 – HUBZone/Government contracting seminar (PTAC – Salt Lake City, UT)
The Small Business Administration (SBA) recently expanded and/or redesignated areas within the state of Utah that are now eligible census tract areas under the Historically Underutilized Business Zone (HUBZone) certification program.  That means an increased number of Utah small businesses may be eligible to obtain HUBZone certification and take advantage of the HUBZone certification program that provides for set-aside contracts.

The DLA Internet Bid Board System (DIBBS) is a web-based application that provides the capability to search for, view, and submit secure quotes on Requests For Quotations (RFQs) for Defense Logistics Agency (DLA) items of supply. DIBBS also allows users to search and view Request For Proposals (RFPs), Invitations For Bid (IFBs), Awards and other procurement information related to DLA.

Over 300 attendees met and networked with 47 federal, state and prime contractor organizations in PTAC’s annual Symposium event.  This year PTAC created a forum where small businesses could get direct access to procurement personnel and contracting officers in a Vendor Fair format.
